The bottom of James' email reveals to whom questions about registering should be directed:

When you click Reply, refchat at lists.d2sra.org appears in the TO: field of your message, not the original sender's email address.  This is by design to facilitate discussion about refereeing topics in District 2.

It's a good idea to make sure that you direct your message to the proper recipient before clicking Send, otherwise you might reveal something embarrassing to several hundred subscribers of RefChat, like your ability to read and follow directions.  ;)
