What is the specific error you get?

What web browser and version, and what operating system are you using?

The file is large, 4.3MB in size, so it may appear that nothing is happening, when in fact you are downloading the file.  In addition, Internet Exploder on Windows typically has a web browser plug-in for PDF files, which exacerbates the issue.  Also IE on Windows is known to occasionally barf on URLs that lack "www".  I recommend Firefox instead:

Finally, another subscriber reported that one cannot print the PDF because it is password protected.  It's a silly thing, because there are a multitude of applications that can crack, er I mean, retrieve passwords from PDFs so you can print, copy text, save them as Word docs, etc.

The USSF wants its referees to be informed about its interpretations of the Laws of the Game, but it erects barriers to distributing these interpretations.
